Gujarat is
not only the vibrant nerve of India but it is also the political contributor to the country.
Many great politicians and legends of Indian history were born in this state. Though, in the
pre independence era, Gujarat was one of the districts in vast state
of Bombay formed by British government.
Later, during 1960, it was separated from
the former state. This was the origin of Gujarat and its administrative journey to become
an exemplary state for the entire world. For administrative purposes, Gandhinagar is the capital and
political epicenter of
Gujarat. The state has 26 districts in total,
which includes the newly constituted district of Tapi.
Legislation of Gujarat
Like any other state in India, Gujarat is also run by the Legislative Assembly
constituted by 182 members, called as, Members of Legislative Assembly (MLA). It is the
unicameral legislature of Gujarat. Out of this number of MLSs, 13 seats
are reserved for scheduled caste and 26 seats for scheduled tribes.
Gujarat Legislative Assembly has the
tenure of 5 years and it is led by the Chief Minister of state. Also, the speaker is elected
by the assembly to preside over the meetings taking place. The High court of Gujarat is located in
Ahmedabad, which is
also the commercial capital of this state.

Administrative Departments in Gujarat
For better and efficient administration of
entire state, Gujarat
government has formed many departments that work under and in liaison with the state
government. These departments are governed by the ministers and state ministers of Gujarat. They have focus on
overall development of this state. In fact, during the past few years, with advent of e-
governance, Gujarat has
become one of the first states of India to follow this line of administration. The main

Agriculture and Cooperation Department
All the matters related to agriculture are
addressed and looked after this department. In
Gujarat, this department runs four agricultural
universities and one Horticulture Department. This department is headed by a Principal

Energy and Petro Chemicals Department
This department under state government of
Gujarat works for
regulation of oil and natural gas, taxation of mineral oil and natural gas fields,
enforcement of acts related to state electricity, supply, and special powers. It also looks
after the matters related to appointments of employees and officers, matters related to
alternate sources of energy, and regulation of essential commodities Act in accordance with
production, sale, and distribution of electric devices and equipments. It also formulates

Finance Department
For good governance, this department provides sound economic and
finance policies to the government. It is entrusted with matters related to taxation,
finance, government budget, and regulation of financial institutions run by Gujarat government. It maintains
fiscal stability in the state through better fiscal management and optimum usage of
available resources. The department is headed by one additional Chief Secretary of Finance,

Food, Civil Supplies & Consumer Affairs Department
This department was
established in the year 1965. Since then, it is working for the areas that lead towards food
security and consumer protection. It runs the activities like Essential Commodities under
TDPS, Targeted Public Distribution System, Food Help Line, Model Fair Price shop, Godown
Storage Capacity, Village Grain Bank, Annapurna Scheme, LPG, Food Procurement, Modernization
of Public Distribution System, and Annan Braham scheme. For consumer protection, it has set
up district forums, CAPAG, consumer clubs, state consumer welfare fund, consumer advice

Forests and Environment Department
This department works for conservation of state
forests and wildlife. Gujarat has 4 National Parks, 1 reserve, and 23
wildlife sanctuaries. They are maintained by the Forests Department. The state has cover of
more than 18900 sq km. It also makes all the policies related to the forests and
environment. It is also required to implement the objectives laid down in National Forest
Policy of 1988. The department has four executive wings that are Gujarat Ecology Commission,
Gujarat Environment Management Institute, Gujarat Pollution Control Board, and Gujarat

General Administration Department
This is one of the most significant departments
under state government of Gujarat. It is headed by the chief Minister of
state. For better functioning and executive purposes, the department is divided into five
divisions viz, Personal Division, Planning Division, NRI Division, Election Division, and

Health and Family Welfare Department
This department
offers its services to ensure better medical care and infrastructure to people of Gujarat. It provides primary,
tertiary, as well as secondary health services to the people living below poverty line, and

training.

This department works for setting the pace of

corporations. There are 18 offices and 19 branches under this department. Its primary
functions include development of cottage industries, development of trade policies,

Labour and Employment Department
This department looks after the welfare of skilled
and unskilled work force of the state. It is divided into two wings separate for labour and
employment. Labour wing is entrusted with provisions of labour laws for industrial growth.
Employment wing, on the other hand, is entrusted with registration, training, and sponsoring
of candidates along with training, welfare and empowerment of work force. It has implemented
policies like Shramik Suraksha Accident Group Insurance Scheme and welfare schemes for salt

Legal Department
It works for better legal infrastructure
within the state of Gujarat. The department offers legal advice to
state government, renders free aid and justice to people, provides infrastructural

Legislative and Parliamentary Affairs Department
It was promoted as an independent
department in the year 1993. It performs the functions related to legislation and
parliamentary affairs, both of which were earlier entrusted with Legal Department. Under
Legislative functions, it prepares draft proposals, legal drafts, Acts, Ordinances,
subordinate legislation, etc. Parliamentary functions of this department include summoning
the sessions of Assembly, convening the business therein, coordination of actions taken by
state government, emoluments of members and officers, etc. It is headed by a joint

Narmada, Water Resources, Water Supply and Kalpsar Department (NWRWS)
This
department works to exploit the water resources, preservation, use of underground water,
salinity access, preservation of water quota, and utilization of water for public. It keeps
data bank for information like water resources, rivers, dams, canals, reservoir water
application, and flood control. It runs carious schemes that include Flood Protection
Scheme, Coastal Area Protection Scheme, Sujlam Suflam Scheme, Vanbandhu Yojana, Water
Conservation, Sauni Yojana, Sagar Khedu Yojna, and Participatory Irrigation Management. It
has five secretary level officials undertaking the functions assigned to them.

Panchayats and Rural Housing Department
This department came into being after
recommendations presented by Balwant Ray Mehta Committee in 1963. Later in 1994, the former
Gujarat Panchayats Act, 1961 was revoked and new Gujarat Panchayats Act of 1993 was
implemented. It formulates and implements important schemes for rural development of state.
These include Sardar Patel Awas Yojana, Samras Yojana, Tirth Gram Yojana, Nirmal Gujarat
Yojana, and Panchvati Yojana. It has many branches working for attainment of its
objectives.

Road and Buildings Department
It is the department that works
for development of roads and government owned buildings in the state.
Apart from National Highways, all other roads running within state
boundaries are maintained by this department. All public buildings
including hospitals, schools, government offices, and residential blocks
come under it. It is headed by Secretary and senior officials,
basically the Chief Engineers. State roads, highways, panchayat
highways, capital projects, expressways, and quality control are the
projects handled by these officials. The department has an in-house
design unit and Architecture and Town Planning unit. These units are
further divided into circles, divisions as well as sub divisions for
better administration.

Ports and Transport Department:
This department is entrusted with development of
pots and better transport infrastructure in state. It regulates State Road Transport
Corporation, development of highways, Motor Vehicles Act. Etc. it has three sub departments
viz, Gujarat Maritime Board, Commissioner Transport, and Gujarat state Road Transport
development Corporation.

Revenue Department
It is also a primary department of Gujarat government. It works to reinvent the
revenue administration of this state making it more centric to general public. It also
provides transparent administration, policy framing, improving delivery system, and
implement proper management and documentation of lands. The department has 40 branches
having their separate functions. These functions are managed and controlled by Principal

This department was formed by General
Administration Department G.R. No. DST/2002/398/ITD, 21 June, 2002. The operations commenced
in 2003. Since then, this department is working for advancement of technology in this state.
The key areas focused upon by it are information technology, biotechnology, science &
technology, seismology, and remote sensing & space application. It is headed by
Secretary and assisted by joint secretaries. It has six significant organizations working
under it.

Social Justice and Empowerment Department
This department works with the vision of
empowering backward and socially weaker sections of society through various schemes and
their implementation. It formulates educational, economic, social, health care schemes like
Scheduled Caste Sub Plans and Reservation Policy. It has HODs that include Director of
Scheduled Caste Welfare, Developing Caste Welfare, Social defense, State Child Protection
Society, Backward Caste Development Corporation, etc. It is headed by Additional Chief

Sports, Youth, and Cultural Activities Department
This department was formed in the
year 1990 to promote the sports and cultural activities in the state. It has give assistance
and support to many upcoming sportspersons till date. The department also organizes Khel
Mahakumbh in which sportsmen from all parts of state participate and hone their sporting
talents. It has 12 HODs for promotion of sports and cultural activities in state. These

Urban Development and Urban Housing Department
This department aims at holistic
development of urban areas of Gujarat. It works towards organized planning and
growth of cities. The mega projects run by this department are Sabarmati Riverfront Project,
Bus Rapid Transit System, Metro Project, Nirmal Gujarat, Mission Magalam, Gareeb Samruddhi
Yojana, and Urban Housing Project. It makes schemes for slum development, regulation of
hospitals, hotels and residential townships in the state. There are ten institutions working

Women and Child Development Department
This department works for improving health
conditions of children in the age group of 0-6 years. Also, it aims at providing nutrition
to these children, protect the interests of women from weaker sections, empower these women,

deputy secretaries and two under secretaries. It has five HODs viz, ICDS, Commissionerate of

Municipal Corporations in Gujarat
Gujarat is a large state with major cities that
represent the vibrant Gujarati culture on one hand and its impending growth on the other.
The state has 8 municipal corporations to look after civic administration of this state.

Ahmedabad Municipal Corporation
Ahmedabad is the commercial capital
and the most populated city of Gujarat state. It has 64 election wards and 192
municipal councilors. Ahmedabad Municipal Corporation was established in the year 1950 with

Surat Municipal Corporation
As local self government body, Surat Municipal
Corporation came into existence in 1949 under Bombay Provincial Municipal Act. As such, it
performs all the functions and duties specified under this act. Its discretionary powers are
divided into three separate authorities, viz, General Board, Municipal Commissioner, and
Standing Committee. The corporation is entrusted with all the functions as a facilitator and

Vadodara Municipal Corporation came into being on 1st
April 1951. It works under the provisions of BPMC Act, 1951. Currently, the corporation has

Junagadh Municipal Corporation
Junagadh was a municipality till the
year 2002. On 15th September, 2002, it was converted into Junagadh Mahanagar Seva Sadan with
municipal limit of 57.16 sq km. For better civic administration, the city is divided into 20

This Corporation was set up in the
year 1973 for providing better civic services to people of this city.

Gandhinagar Municipal Corporation
Gandhinagar Municipal Corporation was set up in
the year 2010. Before its establishment, it was the only capital city in India without its
own elected municipal body. The council of this corporation has 33 seats from its various
wards. Being a new corporation, GMC has limited functions. It has the same pattern of
administration like other municipal corporations of Gujarat.

Police in Gujarat
As a law enforcement unit, Gujarat Police is entrusted with
maintenance of law and order in the state. It has its head quarters at Gandhinagar, the state capital.
Gujarat Police was formed in 1960, when this state was separated from The Great Bombay
state. The force is headed by Director General of Police. In four cities of state, there are
Police Commissionerate, viz, Ahmedabad, Vadodara, Surat, and Rajkot.
For better functioning of police, Gujarat has 26 police districts. It has seven
police ranges in Gandhinagar, Surat, Rajkot, Ahmedabad, Vadodara, Border Range, and Junagadh. It is committed to maintain
internal security, prevention of crimes, public orders, and sustaining legal system in the
state.
For special tasks, the department has several branches that include Anti
Terror Squad (ATS), Intelligence Wing, Crime Wing, Human Rights Wing, Armed Unit, Railways
Wing, and Training Wing. Mr. PC Thakur (IPS) is the present DGP of Gujarat.

Prisons in Gujarat
In Gujarat state, prisons are managed by Prison
Department that comes under Home Department of Gujarat government. DGP of the state serves as
Additional DGP of Prisons as well. The state has 26 jails, including 4 central Jails in the
cities like Ahmedabad, Surat, Vadodara, and Rajkot. These jails were selected to
serve as central jails according to the classifications made by state government in Gujarat.

In this state, government has specified that jails having capacity for more
than 750 inmates are classified as central prisons while those with capacity between 240 and
750 are under category of District Prisons. The jails having capacity below 240 prisoners
are specified as sub prisons in Gujarat. Also there are some special prisons for
those having committed serious offense. Interestingly, the state has occupancy rate of
93.02% in its jails which leaves more space for every inmate thereof. The Central Jail of
Surat is also the
second largest prison of the country. It has capacity for 3000 prisoners. This multi
storeyed jail includes large playgrounds, 400 CCTV cameras, 40-bedded hospital, and many
other facilities.
The Prison Department of state has taken many initiatives to
improve the life and post term employment opportunities for the inmates. Many NGOs are also
working with jail authorities for this purpose. For their mental transformation, spiritual
sessions are also organized in the jails.

Courts in Gujarat
Judicial administration of Gujarat is well managed by the courts
established in the state. The apex court is the Hon’ble High Court of Gujarat having its seat at Ahmedabad. The state
has 25 district courts in all the districts excluding the newly formed district of Tapi. The
High Court of Gujarat was
formed on 1st May, 1960 when Gujarat was separated from State of Bombay. The
court was started in a building near Akashvani in Ahmedabad. Later on, it was shifted
to a new building in Sola area of this city in 1999. It has sanctioned strength of 42
judges, appointed by Presidential composition method. Justice V.M. Sahai is the current
Acting Chief Justice of Gujarat.
Other judicial institutions in this state include Lokayukta, Gujarat state Judicial Academy, and Gujarat State Legal Service
Authority. For ensuring justice at subordinate levels, the state has City Courts, and Civil
Courts in all the parts of Gujarat.
